From 1956 to 1960, the French Army developed a force of Muslim auxiliaries (supplétifs) as a major component of its strategy to combat the National Liberation Front (FLN) insurgency in Algeria. Aside from their military utility in hunting down the guerrillas in the mountains and forests, the supplétifs were instrumental in undermining FLN legitimacy in the countryside. The rapid growth and employment of the supplétif force dismantled FLN political control in the villages, undermined the enemy's unity, and critically weakened the revolutionaries' claim to represent all of Algeria's Muslims. The military and political activities of France's Muslim soldiers also projected an image of Muslim–European unity behind the French cause, and portrayed the French Army as the only legitimate political force in numerous villages. These political successes, however, were limited to the local, tactical level of revolutionary warfare, and the Army was never able to convert the supplétifs into a force of decisive, strategic political significance. They thus had little ultimate impact on the outcome of the conflict.  相似文献

While the success of Colombia's fight against illegal armed groups, led by Fuerzas armadas revolucionarias de Colombia – ejército del pueblo (FARC-EP), is generally lauded as evidence of the effectiveness of both COIN doctrine and security assistance, the configuration of Colombia's counter-insurgency effort remains largely unstudied. This article will explain the success of one of those campaigns carried out principally by the Colombian marines (Colmar) in an area of northern Colombia known as the Montes de María. Contingent factors shaped the success of this campaign, beginning with the fact that the Montes de María forms an area where insurgents, relative late comers to the region, found it difficult to put down deep roots. However, operations to eradicate them were complicated by the inexperience of the Colmar, and by constraints placed by Colombia's Constitutional Court on COIN methods modeled on those successfully applied by the British in Malaya and Kenya. Therefore, Colmar officers initiated their five-year campaign by building up a base of popular support in the towns and targeting insurgent logistical networks. This bought time to strengthen the Colmar's combat and intelligence capabilities, and take the offensive that eventually isolated and killed the leader of the FARC in the Montes de María, Martín Caballero. Unfortunately, the failure of the Colombian government to follow up the Colmar victory by installing a regional and local governments viewed as legitimate by the population, and to resolve long standing land tenure issues, has meant that, so far, the Colmar looks to have delivered a tactical victory in a strategic vacuum.  相似文献

ABSTRACT

The present international standard allows non-nuclear weapon states (NNWS) to forego safeguards when nuclear material is used in a “non-proscribed military activity,” though no criteria have been established to determine when NNWS can remove naval nuclear material from safeguards. Though at present, only nuclear-armed states possess nuclear submarines, the global nuclear naval landscape may soon change with the advancement of Brazil's fledgling program and the possible precedent it would set for other NNWS. A framework is needed to shore up nuclear security and prevent nuclear material diversion from the nuclear naval sector. Proposed and existing nonproliferation frameworks, including a Fissile Material Cut-off Treaty and commitments through the nuclear security summits, are insufficient to close this loophole. A Naval Use Safeguards Agreement (NUSA), modeled after the Additional Protocol of the International Atomic Energy Agency, would provide a framework to remove the opacity surrounding nuclear material in the naval sector. Designed for NNWS and encouraged as confidence-building measures for nuclear weapon states, NUSA would explicitly outline those stages in the naval nuclear fuel cycle where safeguards are to be applied and in what context. This viewpoint also further provides direction for targeted research and development in technical naval nuclear safeguards solutions.  相似文献

This article explores how two influential American policy makers—Paul Nitze and McGeorge Bundy—wrestled with the idea of a norm against the use of nuclear weapons. Existing scholarship has overlooked how both Bundy and Nitze came to understand the idea of nuclear non-use, especially related to the credibility of threats to use nuclear weapons. Using documentary evidence from their personal papers, this article illuminates the thinking of Bundy and Nitze, finding that both engaged with the idea of a norm of non-use of nuclear weapons in their strategic writing and thought.  相似文献

The U.S. Congress, charged with overseeing U.S. nuclear weapons policy and programs, usually addresses such policies and programs through the annual authorization and appropriations process, focusing mostly on questions of how many and what types of weapons the United States should deploy, with little attention paid to questions about nuclear weapons strategy, doctrine, and policy. The oversight process has brought about some significant changes in the plans for U.S. nuclear weapons, including the elimination of funding for the Robust Nuclear Earth Penetrator study and the shift of that funding into a study of the Reliable Replacement Warhead. But with the focus on authorizations and appropriations, along with the divided jurisdiction over nuclear weapons policy and programs in congressional committees, Congress has not, either recently or during the Cold War and post–Cold War eras, conducted a more comprehensive review of U.S. nuclear weapons strategy, policy, or force structure. Changes in committee jurisdictions could affect the oversight process, but as long as nuclear weapons policy and programs remain a relatively low priority for most members of Congress, and the country at large, it is unlikely that Congress will pursue such a comprehensive debate.  相似文献

Bribery undermines human development and a transition to stable democratic rule. It props up illegitimate regimes as corporations bid for contracts by bribing, in a seeming race to the bottom. The world's wealthy are slowly waking up to this and criminalising this scandalous practice of bribing foreign public officials. However, such measures, if enforced, need to be combined with domestic anti-corruption strategies in the South. If this opportunity is missed, the risk of investing private capital in marginalised economies perceived to be highly corrupt is further upped, making investment-driven economic growth possibly even less unattainable.  相似文献

Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism.  相似文献

We study the determinants of social preferences for national defence and for police and law enforcement. For this task, we estimate a bivariate ordered probit model for a set of European countries (France, Finland, Norway, Portugal, Spain and Sweden) in 2006. Determinants of spending decisions for defence and police are found to be linked but are of significantly different magnitudes. Besides, measures against terrorist threats are positively linked to police and defence spending increases, while the subjective perception of fiscal pressure has no influence. Finally, no significant differences are found between Northern and Southern Europe.  相似文献

This paper examines the security relationship between the US and Europe, focusing on potential spillin effects of US military expenditures on European demand for military expenditures during the early twenty-first century. The goal is to test whether or not European states view US expenditures as a complement or as a substitute to their own military expenditures. Past work in this area has found mixed results concerning the effect of US military expenditures, but focus strictly on the spillins within a formal alliance, specifically NATO, and use a time series dominated by Cold War dynamics. This study differentiates itself by accounting for both US total military expenditures and its regional expenditures through incorporation of US military base and personnel deployments across Europe. Additionally, this paper uses government revenue in its estimation to mitigate potential endogeneity. Findings using Arellano–Bond dynamic panel analysis suggest that there is a strong probability of substitution among European states.  相似文献
